Applying to study in Germany with Indian academic qualifications often involves several different document checks. You may need to submit your records to APS India, uni-assist, a German university and, later, the German visa section.
These organisations do not always apply the same translation and certification rules.
APS India generally requires a notarised English translation when an academic document has been issued only in Hindi or another Indian regional language. Documents already issued in English, or in a bilingual format containing English, generally do not require an additional translation for APS.
However, uni-assist or the receiving German university may require a different type of certified translation. Choosing the translation format only on the basis of the APS requirement may therefore result in additional translation work later.

APS India operates as part of the Science Section of the German Embassy in New Delhi. It verifies academic documents and educational qualifications issued by Indian educational institutions for applicants intending to study in Germany.
The APS certificate is generally part of the documentation required for the German student-visa process. However, APS verification does not replace:
APS India verifies academic documents, but it does not guarantee admission or the issue of a German visa.
APS India assesses whether academic documents and qualifications issued by Indian educational institutions are authentic and whether the applicant satisfies the relevant academic evaluation criteria for the applicable procedure.

Applicants must select the APS procedure corresponding to their academic background and submit complete, formally correct documentation. APS may request further documents during verification.
Important: Translation corrects a language barrier. It cannot correct an unrecognised qualification, an incomplete academic record, an inconsistent certificate or a document that cannot be verified with the issuing institution.

This distinction is one of the most important parts of a German university application.
APS India and uni-assist perform different functions and apply different document rules.

Uni-assist requires educational certificates in their original language together with a German or English translation when necessary. It accepts translations from persons or institutions authorised to translate under oath or whose translations are admissible in court, as well as authorised departments of the issuing school or university. Uni-assist states that it does not accept non-certified translations from standard translation agencies.
Sometimes, but Not Automatically
It may be possible to prepare one translation package that supports both APS India and uni-assist, but only when the format satisfies the requirements of both routes.
A translation intended for both processes should be assessed for:

A notarised translation that is sufficient for APS India may not automatically satisfy uni-assist’s rules concerning who is authorised to produce the translation.
Similarly, a translation prepared for a German university should not automatically be assumed to meet APS India’s specific requirement for a notarised English translation.
Avoid paying twice for the same document.
Before translating a Hindi or regional-language certificate, confirm whether it will be submitted only to APS India or also to uni-assist, a German university, a German recognition authority or another official body.
Where technically possible, the translation and certification package can be planned around the complete application route rather than only the first submission stage.
This approach does not guarantee that one format will be accepted everywhere. The receiving organisation’s current requirements remain controlling.

Applicants should use the APS checklist corresponding to their actual academic background.
APS India currently publishes individual-procedure checklists for:

Translation requirements continue to depend on the language of the individual document. A document does not require translation merely because it belongs to a particular APS applicant category.
Current Note for Selected Master’s Applicants
APS India has introduced the Digital Master Test, or dMAT, as an additional element for selected Master’s applicants in specified subject groups and intakes. This is separate from the translation requirement and does not replace APS document verification. Applicants affected by dMAT must follow the current APS instructions for their intake and field of study.
Ph.D. and Postdoctoral Applicants
Ph.D. and postdoctoral applicants should first check whether they are required to obtain APS verification. German Missions in India list Ph.D. and postdoctoral study among the possible APS exemptions for the student-visa route. Individual university or visa requirements should still be checked.
APS India asks applicants to submit legible A4-sized colour photocopies. Both sides of a document must be copied where applicable.
Before sending documents, check that:

Applicants generally submit their documents to APS India by post or courier rather than by ordinary email. Unrequested email submission does not replace the published application procedure.
The digital APS certificate is issued after successful verification. It is an electronically signed PDF and must remain unchanged when submitted to uni-assist, universities, VFS or the visa section.
Applicants should not:

The original standalone PDF should be retained so that its digital signature can be verified.
APS India does not generally require a German sworn translation for Indian regional-language academic documents.

A German sworn translation may nevertheless be needed later when documents are submitted to:

This requirement should not be confused with the separate APS India rule.

Names should be handled consistently and, as far as the source document permits, should correspond with the applicant’s passport and application details.

Do Bilingual Certificates Need Translation for APS India?
Many Indian boards, colleges and universities issue bilingual documents containing English together with Hindi, Marathi, Punjabi, Bengali, Gujarati or another Indian language.
APS India states that documents already issued in a bilingual format containing English and a regional language generally do not require an additional translation.
Check Whether Essential Information Is Available in English
Applicants should still examine the entire document, including its reverse side.
An individual document assessment may be helpful when important information appears only in the regional language, such as:

A notarised English translation normally involves more than placing a notary stamp on a photocopy.

Dates must be translated accurately. Where a certificate contains a regional calendar reference, it should be represented faithfully and clarified only where professionally appropriate.
The translator should not silently replace a source date with an assumed converted date.
Missing Semester Marksheets
Translation cannot compensate for an incomplete academic record. Submit all documents required by the applicable APS checklist.
Using a Translation Prepared Only for APS When Applying to uni-assist
The APS notarisation requirement and uni-assist’s certified-translator standard are not identical.
Modifying the Digital APS Certificate
The digital APS certificate must remain unchanged as an original standalone PDF.
