Is HRD Authentication Required Before MEA Apostille?

Not every educational apostille case should automatically be described as requiring “HRD attestation.”

HRD is commonly used as a shorthand for State-level educational authentication. For offline educational documents, MEA’s published procedure requires appropriate pre-authentication by the designated authority of the State/UT concerned before the document proceeds for MEA apostille.

Some educational documents can be processed through e-Sanad, but not every university certificate is automatically eligible.

e-Sanad is the Ministry of External Affairs platform designed to facilitate electronic verification, attestation and apostille of eligible Indian personal, educational and commercial documents.
