An Indian personal document may require an MEA Apostille when it is being presented in another country where the Hague Apostille Convention applies and the receiving authority requires the document to be apostilled.
Personal public documents commonly falling within the apostille framework include birth certificates, marriage certificates, death certificates, affidavits, court-related records and notarial documents.
However, being a Hague Convention country does not automatically mean that every document you submit there must receive an apostille.

MEA’s Citizen’s Charter states that apostille is normally completed within seven working days after the document is received by MEA. Important: Apostille requirements depend on the receiving authority and destination country, not simply the purpose of the document.
An apostille authenticates the origin of a public document, including the relevant signature, seal, and capacity of the issuing/signing authority; it does not certify that the document’s contents are factually correct. It cannot correct a misspelled name, wrong date of birth, incorrect parent details, disputed marital status, or other errors. Such issues generally need to be corrected with the original issuing authority before apostille.
Name Mismatch in Personal Documents
Name variations are common in older Indian records—for example, MOHD. ARIF / MOHAMMAD ARIF or RAHUL KUMAR / RAHUL KUMAR SINGH. They may result from marriage, surname changes, initials, transliteration, spelling differences or missing middle names.
Before apostille, compare the document with the passport and other supporting identity records. Depending on the receiving authority, you may need a correction, affidavit, name-change or marriage evidence, explanation, or consistent translation/transliteration.
An apostille authenticates the document; it does not resolve a name mismatch.
Do not assume that any photocopy can receive an apostille. MEA’s published procedures distinguish between original documents or acceptable true copies and ordinary photocopies.
The required format should be checked before documents are submitted.
Original Certificate
For an offline case, the acceptable original/authenticated form should be confirmed before couriering it.

Certain documents may exist in legally certified or officially issued forms. Their acceptability depends on the document and authentication route.
Ordinary Photocopy
A normal photocopy should not automatically be treated as an apostillable public document.
Reissued Certificate

SDM Route for Personal Document Apostille
For a large proportion of personal-document apostille cases handled through the physical authentication process, the practical sequence is:

The Sub-Divisional Magistrate (SDM) route is particularly useful because applicants may not need to obtain authentication separately from the Home Department of the document’s issuing state when the SDM route is applicable.
However, SDM should not be treated as an automatic route for every document. PCCs, court documents, electronically verifiable documents, commercially executed documents and certain authority-specific certificates may require a different process.
The State Home Department / General Administration Department (GAD) route remains another authentication pathway for personal documents. This generally involves authentication by the designated authority of the concerned State or Union Territory before submission for MEA Apostille.
The appropriate route should therefore be determined from the actual document rather than its name alone.
Avoid One-Size-Fits-All Apostille Advice
Do not automatically assume that every personal certificate must follow exactly the same sequence.

Important: The route should be confirmed from the actual document and issuing authority. For regional-language documents, the receiving authority may also require a certified or sworn translation. Apostille does not replace translation.
Apostille vs Translation — Do You Need Both?
Apostille and translation serve different purposes. An apostille authenticates the document’s origin, signature or seal, while translation makes its content understandable in the language required by the receiving authority.
Indian documents in Hindi, Punjabi, Gujarati, Marathi, Bengali, Urdu, Tamil, Telugu, Kannada, Malayalam or other regional languages may therefore require both apostille and certified/sworn translation. Even mainly English documents should be checked for regional-language stamps, seals, handwritten notes and reverse-side endorsements.

For the conventional offline process, MEA identifies the Home Department/General Administration Department of the concerned State/UT as the designated pre-authentication authority for personal documents. Eligible digitally verifiable documents may instead follow an e-Sanad route.
Potentially, if the document is available through an integrated digital repository/issuing authority and the applicable State/UT verification route is supported. A normal scanned PDF alone does not establish e-Sanad eligibility.
