This distinction is frequently misunderstood.
An apostille does not certify that every statement written in the underlying certificate is factually true.
It authenticates the origin of the public document—for example, the relevant signature or seal and the official capacity associated with it.
MEA itself states that it legalizes documents based on signatures of designated signing authorities and does not take responsibility for the contents of the document.

Step 1 — Document Pre-Check
Before processing begins, identify:
A pre-check is particularly valuable for older certificates, university documents, commercial records and documents issued in a State different from where the applicant currently lives.
Step 2 — Determine the Authentication Route
The next step is deciding whether the document can proceed through e-Sanad or requires the applicable offline pre-authentication route.
This is where many apostille delays begin. Processing a document through the wrong authority can mean starting again.
Step 3 — Complete Required Pre-Authentication
Where required, the document must first be authenticated through the appropriate State/UT, educational authority, Chamber of Commerce or other designated authority.
MEA states that for documents outside the e-Sanad route, authentication precedes deposition with an authorized outsourced service provider.
Step 4 — MEA Apostille Processing
Following the applicable authentication, the document proceeds through the designated MEA apostille channel.
Current MEA guidance states that documents for the offline process are deposited through designated outsourced service providers rather than being handed directly by individuals at the MEA counter at Patiala House.
Step 5 — Apostille Issued
After successful processing, the apostille authenticates the relevant official signature/seal and the capacity in which the person or authority acted.

An MEA Apostille is generally relevant when an Indian public document is to be used in another country where the Hague Apostille Convention applies and the receiving authority requires an apostille.
India has been a party to the Hague Apostille Convention since 2005. For destinations where apostille is not applicable or accepted, a different normal attestation or legalization route may be required instead.

Possibly—but not every document follows the e-Sanad route.
e-Sanad is an initiative of the Ministry of External Affairs designed for electronic verification, attestation and apostille of eligible Indian documents. e-Sanad is currently effective for documents issued after a certain year (usually post-2014/15 depending on the board) or those available on DigiLocker.
It covers personal, educational and commercial documents, but a key requirement is the availability of the document through an integrated digital repository or document issuing authority. Implementation depends on participating authorities and available digital verification.

Therefore, “online MEA apostille” does not automatically mean that every Indian certificate can simply be uploaded and apostilled without verification.

Requirements vary, so there should not be one universal checklist for every case.

For the offline MEA process, official guidance refers to submission of the original document/true copy together with supporting photocopies, including a passport photocopy of the applicant. MEA also states that it does not legalize ordinary photocopies as such.

A spelling difference, surname change, initials or inconsistent name order may cause problems later even if the document itself can be authenticated.

Older university records may not be available digitally and can require additional verification.
Check: University, year of issue, issuing State and whether the document is available through an applicable digital repository.
Wrong Authentication Route
Sending every document through the same “Notary → SDM → MEA” sequence is not a reliable approach.
Check: Document category and issuing authority before beginning pre-authentication.
Document Not Eligible Through e-Sanad
Having a scanned PDF does not mean a document can automatically be apostilled online.
Check: Whether the issuing authority and document repository are integrated with the e-Sanad process.
Missing or Unclear Seal / Signature
Authentication relies on identifiable official signatures/seals and designated authorities.
Check: Whether the original certificate is complete, legible and properly issued.
Apostille Requested for the Wrong Destination
Not every country/document situation uses an apostille.
Check: Destination-country status and the receiving authority’s exact legalization instructions before spending money on processing.

The MEA specifically distinguishes Apostille from Normal Attestation, with normal attestation applying to countries where the Hague Apostille Convention does not apply or apostille is not accepted.
Note: While the MEA accepts both, some specific countries (like Italy or Austria) sometimes prefer the State HRD route over the SDM route.
For a document properly apostilled for use under the Hague Apostille Convention, the apostille is intended to replace the traditional chain of diplomatic or consular legalization.
